Hello:

I was not able to attend the Webinar because I was in court and I did
not see the Q & A's posted when I looked at your website.

I am an attorney practicing dependency law in Sacramento as outside
conflict counsel for Sacramento Child Advocates (they have a contract
to handle child dependency child rep in Sac county). I have a friend
who is also an outside child's counsel and we are interested in this
project, but after reading the RFP it appears to me that even if we
did make an arrangement with another county's organization in charge
of child rep, we would need to have the ability to make case
assignments--therefore the more appropriate applicant would be the
organization in charge of child rep and assignment of child rep
cases. Am I reading the RFP correctly?

Hi Teresa,

Thanks for your email.

Right, we would need assurances from those who have the power to assign counsel that they would assign counsel to two groups randomly (or give us a list and allow us to randomly assign them). We also need assurances that cases would be randomly assigned to the two groups - treatment and comparison. The eligible applicant could be a range of groups as spelled out in 5.1 of our RFP, but we anticipate that developing a consortium of agencies and courts and others would likely be required since we need letters of assurance from courts and agencies.
