Question: Do controls need to all practice w/ same model? Is there some requirement for degree of variance in practice model between controls and QIC Best Practice Model?

Answer: Not necessarily. We understand that practice varies across counties. The random assignment would take place within counties, but if you propose to include several counties from your state, please describe how practice may vary from county to county in your Project Narrative.
