Don,

I have a question. In 5.1 eligible applicants are "organizations
delivering legal services to children in child welfare cases." Do you
have a definition for this? In TN all juvenile courts independently
appoint attorney GALs and they are compensated by the AOC. No one
organization oversees the appointments. Would the TN AOC qualify as an
applicant? Thanks, Leslie

Good to hear from you. Thanks for your question.

That paragraph in the RFP, 5.1, is our definition of eligible applicants. We anticipate that state administrative offices of the courts could be very important in any application, perhaps even the lead agency, although it need not be. We anticipate that a consortium of courts, agencies and individuals would be required in order to provide the commitments we need. I understand that you may not have direct control over the county courts but that would not be disqualifying so long as you were able to make the commitments we need. In your situation perhaps agreement from the judges or whoever has direct control over the representation would be required.
